Priority for Services
Once students of school age are identified as migrant, their "Priority for Service" is determined. Priority is given to migratory students who are failing, to meet stated academic achievement standards (State Assessments) and whose education has been interrupted during the regular school year.
The SEA must establish and implement appropriate procedures to identify and target services to migrant children who meet the Priority for Services requirement.
Clarification of “Priority for Service”
1. How do I determine eligibility for Priority For Service on the Migrant System?
• In Table A, Interruption during the Regular School Year you must have the minimum of one check mark. (Table A; # 1-4)
• The student must be in grades K-12 and have a QAD date while your school district was in session. (Table A; #1)
• The interruption must be during the time your school district was in session. (Table A; # 2,3,4) If you check #2,3,or 4, the interruption has to relate to migrant lifestyle.
2. On Table B on the Migrant System, At Risk of Failing to Meet State Standards Criteria #5-18, how many check marks do I need to identify?
You must have a minimum of one check mark in #5-18. If you have one checkmark in #1-4 and one checkmark in #5-18 the migrant student qualifies for PFS.
3. Should I review all migrant students to see if they qualify for Priority For Service (PFS)?
Yes, since the procedures have changed, you should review your current list of all K-12 migrant students. Also, you should review your list of K-12 migrant students on an annual basis. Remember if they have a summer QAD they are not eligible for PFS even if they have checkmarks in #5-18.
4. How long is a migrant student eligible for Priority For Service?
A student identified during one year may be eligible for PFS of the following year if they scored unsatisfactory or basic on the Kansas State Assessments given during the current year. Identified PFS students are to be served first of all identified migrant students.
5. What services should be given to students identified as “Priority For Service”?
Each district is responsible for providing services identified inthe Needs Assessment to support identified PFS students. Migrant funds are to be considered to support your districts PFS students.
6. What PFS documentation should be available at the district?
- A list of identified K-12 migrant students who are eligible for Priority For Service.
- Each PFS migrant student should have a list of services they are receiving.
